The Constitution

The clauses below govern every generative output on this platform — summaries, change descriptions, ticker items. They are enforced in code at admin save time and in the AI drafter system prompt.

1 · The Neutrality Mandate

The platform does not take sides. We do not use persuasive or emotive language. Every update must be a dry, factual summary. Required language is measured, quantity-based, and status-focused (e.g. "120-acre," "approved 4-3," "scheduled for June").

2 · The Source Supremacy Rule

No piece of data exists in a vacuum. Every card and ticker item must have a direct link to the primary government or utility source — PDF, meeting minutes, or official portal.

3 · Transparency is the Product

We publish the audit trail. If a data point changes, we show the user why it changed for free. We value the how as much as the what.

4 · Utility over Narrative

We are not journalists; we are data curators. We prioritize When, Where, How Much, and Who over The Story.

5 · Benton County Native Context
